If you don't want to pay up for photoshop and are too lazy to go pirate it, here's a good alternative that's legal and free. It's basically an enhanced version of Microsoft paint, except with several more advanced features. This is what paint should have been all along.

Note: you will need the .NET framework from microsoft to run this, if you don't have it already.
